Cannot drag clips to iMovie

I keep dragging some (very short clips, say 14s clips) from photo to iMovie for editing, but I always find that it won’t work.

not that the clips cannot be dragged, nor then can I close iMovie.

it said I can only close iMovie after it finished its tasks. And it said “check activity bar”.

I can’t find activity bar anywhere.

i then had to force quit.

i can’t never get anything done with iMovie these days.

Sometimes a preference can go awry that causes iMovie not to function properly. Try deleting/resetting preferences. Close iMovie and then open it while holding down the Option and Command keys and select to delete preferences in the box that appears. iMovie will open in a new empty library. Reopen your old library to get back to your projects. See if iMovie works properly. Possibly you may need to reboot to set the changes.  Deleting preferences is a safe procedure that will not cause data loss or disruption to your project.
