keychain is off but i keep getting pop ups

I have gone trough all the steps to get to the Passwords & Keychain.

The Passwords & Keychain is Off.

Why am I getting the pop ups if it is off and How to I stop the madness of these pop ups.

I have never used Keychain nor do I want to but the pop up are making me want to kill my computer!

they are very frustrating.

please help.
