iCloud contacts not displaying when call received

Im having a strange issue of when any of my contacts including my emergency contacts call me it does not display there photo or name on the caller display. It only shows the number as if it was a “new” number to my phone and if I have Siri suggestions on it says “maybe xxx”

I have logged out of my iCloud and logged back in on my iPhone 13 iOS 17.5.1 .

This then resolves the issue for about 24 hours before it reverts back to the above.

so I’m not sure what the issue could be. It’s a problem for me as I have certain ring tones and groups set up for my contacts which don’t work at present.

Im not sure what other actions to take.

any advice?
