My Payment Keeps saying it failed

I’m seeing a lot of people had this issue and I want to know if anyone knows how to fix it? If I try downloading apps it tells me I have to verified and add a payment method when I already have one added but it keeps failing.

iPhone XR, iOS 16

What is the exact error message?

If you tried the same payment method several times, then that will fail each time, as nothing has changed. You’ll need to add a different payment method.

If your payment method is declined in the App Store or iTunes Store - Apple Support
