Hotspot not working after update 17.5.1

Have done all your basic resets (phone on/off, wifi on/off, etc. Reset network settings. Called my carrier. They went through all their test. Went to Bestbuy. Phone/Ipad are fine. iPad cannot connect to iPhone hotspot. I have never had this issue before. Came home my daughter has same phone IPhone 12 max pro. Her iPad nor her MacBook will connect to hotspot. When you try hotspot just sits and spins but will not connect.
