I live in a european country which has Apple pay available but I am not able to add a card to the wallet.
Everytime it says learn more and no option to add.
how can i resolve?

What country are you in? What country is the bank in that issued the card? Who is the bank? What county is your Apple ID setup for?
Do you use a VPN or ever had VPN software installed on your iPhone?
No i donot use any kind of vpn

Make sure region set for your iPhone in Settings ➜ General ➜ Language & Region ➜ Region is the correct one.
