Unable to activate tracking on iPhone

I am not able to allow apps to request to track on my phone - iPhone 13. Under Privacy & Security —> Tracking, everything is grayed out. There is a message saying “this setting cannot be changed because your Apple ID is missing age information.” My birthdate is correct (birth year 1978) so that shouldn’t be an issue. I even tried changing the date with no luck. I made sure to update to the latest iOS 17.5. I logged out of iCloud, restarted the phone, and logged back in to iCloud as some have recommended; that didn’t work. Hopefully someone has some advice that I haven’t tried.

Same here, and it seemed to happen overnight. I have used tracking for certain apps for years, and suddenly this morning it would not work. My birthdate is there, so wondering if it is a glitch.
