Trying to turn on my "Allow Apps to Request to Track" but it is greyed out

Trying to turn on my "Allow Apps to Request to Track" but it is greyed out and says "this setting cannot be changed becuse your Apple ID is missing age information but when I go to my Apple ID personal setttings my birthday is in there as 8/17/83, I've even tried updating it to a different date saving and changing back, I've tried logging out of my Apple ID and back in, updated to latest software....nothing is working HALP
