I’m not sure what your expectations are, but the bank is following their risk management guidelines. Consumers do have rights, you have the right to pick another bank and try to do business with them. Banks have rights and they have the right to not do business with you. I know that sounds harsh, but there is no appeal process for a bank refusing to open an account.

A full social security number is required to positively identify you. The federal government actually permits them to do so and federal banking regulations are being followed when the request is made. Giving complete social security number is standard procedure when filling out loan application, opening a banking account and applying for a credit card.

The reason you’re not informed is because of the Bank Secrecy Act of 1970 and subsequent regulations and modifications. It’s literally against the law for the bank to disclose the information you want. The people you’re talking to don’t see the information on their screens and literally don’t know why. The arguments just go in circles and they’re told to hang up.

Banks are private businesses. They can choose who they want to do business with and who they won’t do business with. They obtain information from various sources and something in your history alerted them and that concerns their risk management. They chose not to do business and there is no appeal process and their is nothing Apple can do.
