Unable to Add Partners Bank Credit Card to Apple Pay on iPhone, iPad, and Apple Watch

I am encountering a persistent issue with adding my Partners Bank credit card to Apple Pay on my iPhone, iPad, and Apple Watch. Interestingly, I can add this card to Apple Pay on any of my Macs without any issues, but when attempting the same on my other Apple devices, it consistently fails with a verification error.

I have confirmed that all card details are correct, including the card number, expiration date, and CVV, and that my billing address matches the bank's records. My devices are all updated to the latest operating system versions.

Despite following all standard troubleshooting steps—including restarting my devices and re-entering the card information multiple times—the card cannot be verified on any iPhone, iPad, or Apple Watch. It seems this problem is specific to these devices as the card adds perfectly to any Mac.

Could you please provide guidance on how to resolve this issue? Is there an additional verification process with my bank that I need to complete, or are there other specific steps I should follow to successfully add my credit card to Apple Pay across all my devices?
