Apple pay: declined transaction

I am currently living in Japan and my billing address is complex due to my mother being put on orders with the military. Shipping things from America to my Japanese residence is quite expensive. So, I used my boyfriend's address while trying to use my card and my billing address to my card. However, the payment did not work. It had an option to do Apple Pay, so I tried to pay through Apple Pay and it took $198 out of my bank and declined my transaction. Now I want to know if I will get my money back and how long it will take for Apple Pay to refund my money.

If the payment declined, doesn’t that mean the merchant never received the money? Or if Apple is the one who declined it, doesn’t that make Apple a bank?

Did you try contacting Apple wallet through the app I had an issue with High five casinos games online double charging for coin packages and I use my apple pay account to pay for it which takes it directly out of my bank account or credit card my bank debit card is set as my backup card incase the first one gets declined which I have had happen a few times BUT that was proir to me adding additional cards to the Apple Pay
