Facebook has three dots button at the top near my notifications but it doesn't do anything

My wife has a brand new I Pad Air. On her Facebook notifications feed there are 3 dots to the right of the notification message that allow you to remove the notification or take two other actions. When she touches them for any notification they do nothing. Is this an I pad problem or a Facebook problem ? Thanks
