What happens when you try? Have you checked to ensure there are no restrictions on your device? Check Settings>Screen Time>Content & Privacy Restrictions>Make sure that everything in the list shows allow, at least under Allow Changes.
What troubleshooting have you tried? What email account are your contacts synced to? Gmail, Outlook, etc., do not provide the actual email address. Have you gone into Settings>Mail>Accounts, and check to see which account shows your contacts? If you look at Contacts in the iPhone, tap on Lists in the upper left corner, are there more than one location listed? It should also reveal a number for the number of contacts listed in a particular location, iCloud, On My iPhone, etc.
I do not use Gmail for that, I use the Gmail app to do mail for my Gmail account. I use iCloud for syncing contacts. If you are in Mail and it does not allow you to turn on Contacts for Gmail, you may wish to contact Google support for some help. Explain that you turned it off and cannot turn it back on again.

Thank you so much , I use Gmail account and when I checked contact list , the contact apps closed and disappeared
I turnoff sync of contact on iCloud and I couldn’t activate it anymore
