Lost Safari tabs after update to macOS 13.6.5/Safari 17.4

I've been able to keep dozens of tabs open across sessions with Safari set to open with all windows from last session but they were lost after updating to 17.4. Option under History to "Reopen All Windows from Last Session" that I've used previously is now grayed out. I was unable to recover the tabs with the trick of restoring 3 files from backup (SafariTabs.db, SafariTabs.db-shm, and SafariTabs.db-wal in folder ~/Library/Containers/Safari/Data/Library/Safari), which has worked in the past. Any advice is appreciated.
