my iphone 12 pro max is stuck in sos mode. I've tried forced restart, turning cellular data off and on, checking for carrier updates (there aren't any). I still have a physical sim and not an e-sim. On prolonged hold with carrier. Any other ideas?

You will probably need to wait as it seems that it is a carrier issue. Your SIM could be defective, or there is a problem on the carrier end.
Reading other posts here on the forum, and checking news reports, it seems ATT has experienced an outage.
