AirDrop sends to files app rather than prompting for destination on iPad Pro

One of the ipad users in our group now have airdropped PDFs go directly to the files app rather than being prompted for the intended destination. I have read some reports that this was an intended change in IOS 17. However, only one user has experienced this behavior in spite of several ipads being at the same IOS revision, 17.2


So, how do I get back to the prompt for destination behavior and why don’t all ipads behave the same at the same IOS revision?

The intended destination is an app called ForScore. We exchange files via Airdrop in this app that are PDF files. Most everyone gets a prompt to accept an airdropped file, followed by a prompt to designate the intended destination app since usually more than one can receive PDFs. This is how it worked for everyone until recently, one user now gets the PDF delivered to the Files app. I don’t think there is any prompt to accept, it just automatically goes to Files. She must then open Files and “download” it to ForScore. She wants it to go back to how it worked before and how it still works for everyone else.
