Unable to create a new iCloud account on Mac says "Your request cannot be completed at this time."

I am trying to create a new iCloud account, but every time I attempt to do so, I receive the same error message: "Your request cannot be completed at this time." I have tried changing the system and restarting it, but I still encounter the same message every time. Is there a solution to this problem, or will it continue like this?

Please note that I am not using an Apple system; I have attempted to create the account from both Windows 7 and Windows 10, but without success.
