Apple just supports the emojis that are made available with the Unicode standards that is used to make them compatible on all devices. They do not make create their own emojis. You can submit any emoji proposal to the Unicode Consortium that is in charge of the standards. They may give you a reason why it has not been added. There is a lot of other information on the site that relates to emojis as well.

Apparently they are no longer taking flag submissions. You can follow up with them.

You can search the forum - but I think the answer was that this is up to the Unicode Consortium, who is not taking new flag requests.

Because adding it and all the other flag emojis for subnational entities would take up too much space. If it matters, this choice is made by the font creators, not the Unicode Consortium.
