Text Message Forwarding permanently on

I recently got a new M2 MacBook Air. While setting up Messages, I had to restart several times before syncing finally kicked in. Pretty sure this isn't normal.

When I checked Text Message Forwarding, I found a message stating "These devices can automatically forward text messages when Messages in iCloud is turned on." Intriguingly, there's no toggle to switch it off, unlike my Intel Mac and M1 Mac mini. Is this an M2 quirk, or is there a deeper reason behind the missing control? I'm happy to keep forwarding enabled, but the inconsistency piques my curiosity.

Interestingly, this page is the only hit Google gives for the message in bold. It also shows up on my iPhone 13. Text Messaging is switched on for my MacBook Pro (M2), but it's grayed out, so I can't toggle the switch if I wanted to.

Unfortunately, though I have been able to sync my Messages on MacBook and iPhone, I don't receive text messages on my MacBook until I manually sync or the app later syncs itself as scheduled, and more often than not I have to manually sync my MacBook to get it up to date. In other words, texts are not forwarding as I receive them, which makes the Messages app on my MacBook kinda useless for communication.

Would love to find a solution!
