Passcode and Face ID are no longer available in settings after iOS 17.3 update
After installing the latest software update for 17.3, I don’t have Face ID/ passcode in settings anymore.

Found this on another thread. It worked for me.
Go to Settings>Screen Time>Content & Privacy Restrictions and change Passcode Changes to Allow.
