Dragging checklist item in Apple Notes

I’m seeing different behavior when I drag a checklist item in Apple Notes on my iPhone 13 vs iPad Air.

On my iPhone 13, dragging a checklist item lets me move the item to another place in my note.

On my iPad Air, dragging a checklist item copies the item and duplicates it to another place in my note. There is a green plus icon that appears as you drag the checklist item. I don’t want to copy the item, I just want to move it.

Any idea why this behavior is different on iPhone vs iPad in Apple Notes?

I have just noticed the copying behavior on my iPhone 15. I can’t figure out how to drag without copying, which is not how it normally behaves.

Update: Oops. Nevermind. It copies when dragging if the phone is in text entry mode. In this case, I also see a green + symbol appear when dragging, which indicates that it will copy. If I make sure to leave text entry by pressing “Done,” dragging works without copying.
