Cannot update the payment method on Apple Pay

Apple is saying my credit card is about to expire. But it's good for two more years.

It doesn't let me update the expiration date or CVV code.

It also doesn't let me add the new card, because it says I already have it.

It also doesn't let me remove the old one so I can replace it, because it says I have to have at least one form of payment on my family plan.

Do I really have to add yet another credit card; and then remove this one; and then add this one again; and then remove the other one? That's so stupid. When I try to add the new version of my same card, why doesn't it notice that the expiration date is newer and let me replace the existing one with this one?
