AirPods Pro default volume is too high

When I connect my AirPods Pro 2 to my MacBook, it connects at a default volume of 50% which is too loud. It used to just connect at whatever volume I had it at last (1 or 2 ticks) but it stopped doing that for some reason. I have tried restarting my laptop, forgetting my AirPods and reconnecting, and resetting the bluetooth. my AirPods and MacBook are up to date at the time of writing. please help.
