Disable "Extend wallpaper" feature

I'm looking for a way to disable the extend wallpaper setting. There is an option when setting a wallpaper to disable it, but all it does is zooming the wallpaper. Is there a way to disable the option completely and zoom out of a picture without it blurring? It's really annoying, it should be optional to blur the wallpaper.
