No option to choose passcode or face id

I’m trying to set a passcode to unlock my sons Iphone and Ipad but there’s not even an option under settings to do so. The tab is just simply gone on both devices! Apple support says you choose it under ”settings” and then ”passcode”. It’s supposed to be above ”apple pencil” in the settings-menu but it’s not there.

The Iphone is a 11 and the Ipad is a Pro (fifth gen). IOS-versions are updated so it’s not that. My guess is it had something to do with parenting control since both his devices are missing the entire option to choose passcode. I’m going slightly mad, anyone who knows what the problem is?
