You can't turn off SOS. Its not a setting, its the result of an issue.
Your iPhone will go into SOS mode, when it cannot connect to your carrier or activate your service, but can still place emergency calls.
To resolve the issue, you need to make sure your iPhone has an active eSIM with active service tied to it.
Contact your service provider for help with that as explained in the support document you posted from.

I went to apple support to try to get help for an iPhone 15 stuck in SOS mode. But, it shows my old iPhone XR, not my new iPhone 15. I don’t know what to do
