it says I need to be from the same region

/I want to share my family plan with my father in law. A notification comes up saying we need to be in the same region. I live across the street so what is apple referring to?

Are you both currently signed into the iTunes Store of the same country? The error message would suggest not, which might potentially happen if one of you had followed a iTunes Store link to an item that interested you, but was held in a different country's store. An active VPN might also confuse the system. If you check those and cannot resolve things reach out to Official Apple Support.
