Troubleshooting Download Permissions:
A. Provide a Screenshot of this Notification:
Can you provide a screenshot of this notification your are seeing? That would most certainly help. Take a Screenshot on your Mac - Apple Support. IMPORTANT: Blank out personal information (i.e. name and time) by covering it with red-colored rectangles and such through use of the Photos app.
B. Single-Out this User:
What happens when you create new Administrator user? Try doing so, and report back if your still get this issue.
Are you backing up your Download folder to iCloud? That would cause the permissions to go off. Don't backup Finder folders to iCloud. Much faster is to use a thumb drive to move data over between Mac and iDevice that supports both.
In 2019, I forgot my Apple Store password and I couldn't try to recover my photos, videos and some things because my iPhonex was broken and beyond repair. Do you have any help for me? I will be grateful to you and your efforts
If you don't know anything about iCloud it is not essential that you know. It is an optional service that can backup your home, documents, desktop folder if you have the internet bandwidth and storage space reserved on Apple's Texas or California machines. It is tied to your same account that you have to login Apple Support Communities.
If you visit http://www.icloud.com/ with that account and look at your stored folders, you can find out immediately if one of your folders has found its way onto iCloud creating the download problem.
If it has not, then I would start looking to see if your Apple menu -> Systems Settings -> Users and Groups has your login as an administrator account, or standard user. A local, mobile or standard user is not going to allow downloads. Only an administrator can control if those other types of users has a writable download folder.
