Adding phone number to Apple ID

We have added a SIM card to our sons new iPad but it won’t allow us to add the phone number in his Apple ID as it’s sending a verification code that we can’t receive because the number isn’t added to iMessage yet. Can’t add as a trusted number either because it sends a verification for this as well which we can’t receive. Any help would be amazing.

iPads do not connect to the voice channels of the cellular network.

They cannot make phone calls or send/receive sms messages.

Any phone number from your cellular carrier is for billing purposes only. It cannot be used to make calls or receive messages.
