iCloud keychain has stopped syncing between devices and has disappeared from the iCloud menu in iOS 17.

I've come to the realization that my passwords have stopped syncing via my iCloud keychain (iPhone, iPad, and MacBook Pro). The last sync appears to be 9/26/23. I have been keeping up with the iOS upgrades. After researching, I upgraded by iPhone 12 mini to iOS 17.1.1, as well as my iPad Pro 11" 2nd Gen. Following instructions on the support pages (Set up iCloud Keychain - Apple Support) and (If iCloud Keychain won't turn on or sync - Apple Support), I cannot find "Passwords and Keychain" under the iCloud menu on either the iPhone or the iPad. The Passwords settings only have "Keychain" for an option, not iCloud keychain. I logged out of iCloud on both my phone and iPad after upgrading both to iOS 17.1.1. Upon relogging in, still no "Passwords and Keychain option under the iCloud menu. This despite using the "Search" function in Settings. And, of course, my passwords are gone on both devices (still kept on my MacBook Pro after manually reviewing revisions between the three devices...a tedious process).

This needs to be resolved, please.
