I've spent hours trying to make YouTube music work on my new Apple Cellular watch 9. It worked fine on my non-cellular Watch 4 with me carrying my phone around. Finally, I turned off my phone, turned off WiFi and tried my old Apple Music library and it worked like a charm.
The App can download to and work on a cellular Apple watch. That is as far as your original question went and waht my answer was referring to. Did not realize you meant "does it work over a cellular connection?".
Whether it works when away form the iPhone and Wi-Fi is up to Google. Contact their support for help with their apps.
But yes, it appears streaming directly over cellular is not a function of the Youtube Music app for Apple Watch at this time.

It should work yes. If you are having an issue with it, contact Youtube / Google support for help with their apps and services.

Evidently, it actually doesn't work unless the iphone is with you. It doesn't matter that I have an LTE cellular plan for the watch also. There is no software from YouTube to make it work.
