Weird text for links and their descriptions

I am on a MacBook Air M2 on MacOS Ventura 13.5.2 and when browsing on Safari on my external monitor and hovering my curser over a link, the text would become all twisted/weird:

In addition, the letters of the link alone has pixels coming off of it, giving it a "fuzzy" look. This happens both on my MacBook, and external monitor:

The arrow points to a pixel on the bottom-left of the "u". Many more letters of the blue link can be found with pixels coming off of them.

Why do these problems persist? How can I fix this?

Troubleshooting Distorted Text:

  • Boot in Safe Mode: [Hold Down: shift key, upon boot], In Safe ModeLogin Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting another update install.

  • Bug Fixes: Connect an external screen. See if you can boot up and see it all. If so, try updating your Mac. Updates contain bug fixes. Hold down: [commandF1] or [command + dim screen]

  • Report this to Apple: Seems to be catching on. so, report this to Apple. Question is: "Just how many people have reported this to Apple?" Do your Part: Inform Apple of your feedback of this issue. Include how you’ve troubleshot this, and your results. Apple wont get back to you directly, but the more feedback they receive from its users, the more likely they will know what needs to be fixed, and what their customers prefer in updates, and future macOS versions to come. Apple with know nothing of this occurrence, if you don't report it to them.
  1. Go Here: Feedback - macOS - Apple
  2. Select: "Bug Report" for the "Feedback Type"
  3. Select: "User Interface" for the "Feedback Area"
  4. Comment: on when this issue began, and how you have troubleshot it, thus far. Include the URL of this thread.
  5. Proceed from there as necessary

Also having the second problem starting this month. The Incognito mode does not help, so it's not a cookie/cache or browser extension problem, but something with the font or font smoothing. However, because this is the case for both the macbook pro's (M1) screen and the external QHD (non-retina) monitor, it makes me think the smoothing has nothing to do with it, because it's disabled for the non-retina panels in macos.
