Check the birthday associated with the Apple ID:

”Company owned” would mean that is it their device, and that they are signed into iCloud on it. Restrictions are set up by companies using Screen Time so that their employees can only perform things in it at their Digression. Parents use Screen Time for their children, for the same reasons.

iPhone and iPad devices are managed or supervised by IT organizations using installed profiles, and not using Screen Time.
Installed management profiles will be shown at Settings > General > VPN & Device Management.
if the device is supervised or managed—and again, via installed profiles, not Screen Time—then the IT group can control the location services settings.
For the original question, if the age is set appropriately on the Apple ID, and if Screen Time or Focus is enabled, then disable Screen Time or Focus entirely, and check again.
If there are profiles installed, check with whoever is managing this device.

Screen Time Restrictions:
If this a company-owned device, then the company has placed restrictions on it. Talk to your supervisor, requesting assistance with this. You are not be able to change this on your own, given it is owned by the company.
Scroll Down: As it Reads: "This setting cannot be changed because your Apple ID does not meet the minimum age requirements."
