Can’t allow app tracking

I can’t change my app tracking it says that I’m under age but I’m 18 and there aren’t any parental controls active and I’ve tried signing in and out but it only lets me change it for a minute or two before it greys out again I’ve also tried changing my age and nothing seems to be working
