How do I add more folders on the Home Screen to better organize my apps?

Apps won’t stay where I put them. When I try to arrange my Home Screen or apps within a folder, they won’t stay where I put them. If I put an app in a folder and try to take it out, it won’t stay out of the folder it was in. I can’t arrange my apps or Home Screen at all. Anyone else having this problem?
