did all the steps to clean up things….messages, files, etc
what is the problem?

Backing Up to iCloud:
15MB is quite small, by today's stands of a backup. How were you able to determine this wild be the amount? See here: What does iCloud Back Up? - Apple Support

"icloud backup much bigger than calculated size: No have owned this ipad for years: added a 2nd ipad almost the same and the backup is half the size. Same problem with the expected size much smaller than actual backup. Am running out of free storage"

Running Out of Free iCloud Storage:
Download All of iCloud Drive:
Use my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. Once downloaded, verify you can access the data. Once verified, trash what is in iCloud.
"do I have no option but to either delete my 2nd ipad back up or pay for more storage? because the backup that's there now makes no sense. it's huge and there is no reason for it. I'm only backing up a few apps! (and what ever else it picks up, which shouldn't be much) thanks"

View iCloud, Manually:
What happens when you view iCloud Drive and iCloud Photos manually? Does anything show up?
See if you need to upload files...
Upload Items to iCloud:
A. Enable Photos on iPhone:
B. Enable Photos on Mac:

Is this the first backup? If not, then not many changes would have been made since last backing up.

okay, tried all that. downloaded apps, checked all the settings.
oddly, I am getting photos on my PC, but nothing in the iCloud Drive except an empty shortcut folder.
have searched the web to no avail - nothing tells me how to see all the details of that backup.
icloud app sends me back to my phone - it tells me nothing.
icloud.com shows me the backups exist and how big, but no details.

I'm trying to get a copy of the backup to my PC. no Mac in this house.
photos are not the problem - as I said, I can see those on my PC.
and as I said, the iCloud drive on my PC is empty. I see nothing but an empty shortcuts folder.
when I downloaded the app, it built the new files, and loaded pics. but no files, no copy of what's IN the backup.
maybe it doesn't do that? I'm crazy to think I can see what Apple is doing behind my back??
obviously, my phone and ipads are set to backup to the the cloud - that's why it's full.
I'm trying to see WHAT was backed up, because it doesn't look like I'm asking for it to save much - and the estimate is very small. but the actual is huge.
this has been frustrating and seems like a waste of time. they just want more money.
It was calculated by the iPad. As the size of the next backup
