AirDrop is not working

Hi I'm trying to AirDrop some of my photos from my iPhone to my iPad. I want my iPad save all of the photos to the Camera Roll. But when AirDrop completed there is no photos appear on my Camera Roll instead they we're saved to the Files (Downloads Folder on my iPad). Is there any solution for that absurd problem? I can't solve and trying to AirDrop again, again, again and delete all photos from downloads folder for days...
