I click another option and Organize by Conversation comes back and will not go away. I do not want conversations organized - at all and ever.

Yes the system should generate a new one, but... you'll be required to setup all your Mail accounts again, quite a pain, but it is what it is.
You may want to rename it as a test first...
~ tilde indicates your user library folder
Apple hid the Users' Library folders...
Method 1:
There is a chance if you can Delete it without quitting Mailthat then oince you quit Mail it could possibly save an uncorrupted version of that plist.

I'm not on Big Sur at the moment, but I think it's likely this file is corrupt if Mail>View>Organize by Conversation doesn't stay uncheckd...
~/Library/Containers/com.apple.mail/Data/Library/Preferences/com.apple.mail.plist
Thank you. I could not find with search the earlier thread you posted. So well hidden it was I guess.
I did follow your last - clicking Go. That opened to a number of Mail related 'things' in there and in the end probably a lot of ways for me to screw things up bigly. So guess I'll have to put up with the annoying grouped conversations and forego further adventuring in the Mail. Thanks again.

What's on my mind is getting rid of Organize by Mail in Mail
BDAqua, thank you for your reply and advice. Can you advise what to do with or about the corrupt file? If I delete it will the system generate a new one without losing my e-mails?
Your eMails should be safe if IMAP accounts, but you lways should have a backup or clone of what you have.
OK, good luck my friend.
