I've seen the "tap volume-up, volume-down, hold power-button" instructions -- but that doesn't COMPLETELY TURN OFF the phone. It just REBOOTS it.
I want to COMPLETELY TURN IT OFF so I can remove the SIM card. I want it to go off and STAY OFF!!! I do NOT want it to RESTART!!!

You can remove the SIM card without shutting the phone off. It will not damage the SIM card. Shutting the phone off will not be possible without the screen swipe. Power is always on whether the phone is shut off or not. After Apple opens the phone, they will disconnect the battery to remove power.
