Why can’t I create another Snapchat account after my old was blocked on this phone

Snapchat has banned your device. You won't be able to set up a new Snapchat account unless you use another hardware device. Even then, there are no guarantees.

Not just you, but no one will ever again be able to create a Snapchat account on that phone. Whatever you did to warrant a ban is placed on the hardware.
