Two Home settings in Location Services

n settings > privacy > location services there are two Home apps listed, each with their own settings to toggle on and off location services. Never noticed this before.

I’m on iPhone 13 mini running iOS 17.0.3 Is this a thing a bug or a common trend? What to do?

Anyone solve this mystery yet? When thinking about the options available within each Home settings, it does not see correct to ever set it as "While Using", because that would indicate that I must have the Home app running all of the time for my home automation to work. So I have set them both to "When I Share". I'll know soon enough when I leave the house this morning. However, honestly, Home is not a robust application, and really can't be trusted with Home automation when running a bunch of dispirit products. Constant updates to the app always break sensitive settings that must be perfectly aligned in order for camera to understand when I'm home and when I'm not, for streaming or streaming and recording. I have one Eufy camera that is recording as it should based on my settings, and another of the same model and exact settings (other than name of camera) that simply will not record. Home is hit or miss. It's like wading in oatmeal. I'm a 25 year veteran of the software industry, so I feel very confident in my abilities to set this stuff up correctly, so this is really on Apple and their attempt to be an umbrella app for a host of products that they simply can't control. But it seems they like beating their heads against the wall. I haven't given up on Home as an integrated app, but I am very close. It's been a fairly miserable ride for the past 12 months trying to get all of these settings to work predictively and to stick.
