Restoring Apple TV

My Apple TV stopped responding today, and brought me to a screen where I could choose to restore, reset, or restart. I clicked restore, and it brought me to a screen with an Apple TV and a hand holding an iPhone with a Bluetooth signal on it. I opened my phone and entered a code that was shown on tv screen. The iPhone message then said “Apple TV is recovering, you can continue to use iphone while the Apple TV is recovering……” and the tv screen showed a progress bar. The progress bar moved a little forwards, then went back to the screen with the hand and the iPhone, prompting me to enter another code. It keeps doing this. My Apple TV is stuck in this loop and isn’t actually restoring itself. Help!
