I purchased new iPhone but I haven’t received a free Apple TV or Apple music subscription. Why?

This offer is not available if you or your Family have previously accepted an Apple TV+ three month free offer or one year free offer.

I’m not currently subscribed to those. However I had always had free 3 months subscription to Apple TV, Fitness and arcade, 6 months of Apple Music whenever I bought new iPhone or MacBook. I use the same Apple ID the whole life. And this is the first time ever I don’t get the offer.
