Reminders no longer syncing between Mac and iPhone

Twice in the last couple weeks, I noticed Reminders isn't syncing between my Mac (Ventura 13.6) and iPhone (iOS 17.0.3). My phone is the one that's always correct. I tried closing Reminders on both devices and even restarted both devices, but neither approach gets them to sync. Finally, I turned off Reminders iCloud sync on my Mac, then turned it back on. After a minute of syncing, both devices matched. As I mentioned though, this has happened twice now - both times fixed by this same method. At some point though, I expect my Mac to get out of sync a third time. Any suggestions on how I can fix this permanently? Thank you! Note: I can't upgrade my Mac to Sonoma because my model (MacBook Pro 13-inch, 2017, Four Thunderbolt 3 Ports) isn't eligible. Not sure if that has anything to do with it.

Well, I reloaded Sonoma on my M1 Pro laptop, and now Reminders aren't synching. I turned off iCloud on both phone and laptop, and re-enabled them. (Of course, when I re-enabled iCloud, previous settings weren't remembered, and I had to turn off all the iCloud junk that I do NOT USE.) No luck. So the problem does not appear to be specific to the OS version. I'm guessing (based on other problems I've had with iCloud, such as duplicate contacts that couldn't be cleared from the iCloud contacts list) that the problem is with iCloud.

It really bothers me when stuff that used to "Just Work" starts to "Just Not Work".
