I have searched and every solution talks about putting forwarding on my phone under messages. My iphone 12 does not have this as a choice. I have also tried all the solutions of turning Imessage of and on. It still does not show up. Running IOS 17.0.3

Text Message Forwarding only works to forward SMS messages from iPhones to iPads and Macs. There is no option to forward messages to an Android phone. And there's no mechanism for forwarding iMessages to a non-Apple device.
