Apple translate no longer works after iOS 17.0.3 update

I’ve just downloaded the latest Apple iPhone software 17.3 and have obviously restarted my phone several times, but the Apple translate no longer works. I have selected the languages to download but they never seem to download. They start the process but never finish.
