Apple pay for kids

Hello, is there any way to set up a card and connect a payment card to Apple Pay for a child who is 14 years old? I'm from Poland

iPhone 14 Pro, iOS 17

All the Family members need to have their Apple ID set to the same country/region. Is that the situation?
