Cannot add kids ISIC card to Apple Pay.

Nobody here can tell you why, but it likely stems from the children’s online privacy protection act and the minimum age requirements of 13.
For kids, the feature is especially useful, as they don't have to bring the card with them and lose it. I know that you are not from Apple and actually the question is rhetoric, but aren't we a bit tired of the common answer to everything in form of: "privacy protection"? (also rhetoric)
