Apple Pay temporarily unavailable

It wont let me add money to apple pay it keeps saying temporarily unavailable try again later

Yup, same here! I've signed out of Apple Account on my iPhone... turned off/restarted phone and signed back in to my Apple Account... still not working/unavailable :(
