Can' open any applications in MacOS. Can't execute any commands in terminal.

If I try to run a program, like Settings I get a pop-up saying the application can't be opened. If I try to run a command in terminal, I get:

zsh: fork failed: resource temporarily unavailable

Command N stops working in all apps until restart (recurring issue for years) At some point in time, Command N for new window stops working for all apps until I restart the computer. This issue has hounded me for years over multiple versions of MacOS. I don't restart my computer too often, so at some point, something happens were I simply can't use the keyboard shortcut to open a new window in any app that I have open including the Finder. After restart, Command N works find again for days until it doesn't. I can still open a new window by using my trackpad and clicking in the File menu. I know I have to restart on a regular basis, but I just really want to know why this happens!

Terminal Taking Time To Load When I open the Terminal, the window opens up immediately as expected. But the loads the command line for 5-10 seconds before I can type commands. This didn't happen earlier.

Unable to launch certain java applications I'm running on a macOS Monterey 12.3 and when I download certain java applications they will not launch and ask me to check the console for related messages about the error, I have just gone to the java website and downloaded the newest version of java and uninstalled and reinstalled it again just to reach the same problem, please help. I am able to install and launch other java applications just fine. What should I do after I reach the console?

Reboot your Mac. Try again.

Are you running a version of Zsh shell installed by a package manager and not as included with macOS?
